Township Administrator

West Chester Township's Administration encompasses the office of the Administrator, Finance, HR, Information Technology, Community Development,  and Community Services.

The Township Administrator oversees all operations of the Township.

Larry Burks

Mr. Larry Burks began his career as West Chester Township Administrator in February 2018.

As chief administrative officer under the direction of the West Chester Township Board of Trustees, Mr. Burks leads a full-service local government organization of more than 200 full-time and 100 part-time employees who provide operational services for more than 64,000 residents and more than 3,600 businesses. He manages nearly $52 million in government activity and collaborates with other entities to deliver quality services and amenities, reduce government costs, and continue discretionary services.

Mr. Burks moved to West Chester in 2018 from Bellevue, Nebraska. He earned a master's degree in public administration from the University of Nebraska and previously served as assistant city manager & economic development program administrator for the City of Bellevue, Nebraska.

Mr Burks has earned credentials from his profession's governing organization, the International City/County Managers Association (ICMA), and is representative of only 15% of its membership earning the credentialed manager honors. In 2012, he earned the Emerging Leader Award from the Iowa City Managers Association (IaCMA).

Larry and his wife Katie have two sons attending Lakota Local Schools. He is a sports enthusiast and enjoys spending time with his active family.
