West Chester is one of the largest townships in the state of Ohio. It is situated in the southeast corner of Butler County, occupying 35 square miles. West Chester's population has increased from 23,553 in 1980 to more than 60,000 in 2009. West Chester is a Limited Home Rule Township governed by three elected trustees and an elected fiscal officer. Day-to-day operations of the Township are managed by an administrator appointed by the Trustees.

Judith Boyko - Administrator
Mrs. Judith C. Boyko was appointed to the position of Township Administrator by the Board of Trustees at their meeting on January 25, 2005. Mrs. Boyko serves in a position comparable to a city manager in a non-partisan role. Responsible for managing the daily affairs of the Township's various departments, the Administrator works with the Trustees and Fiscal Officer to develop policies, form the budget, and ensure quality service to the more than 60,000 residents and business owners of West Chester Township. Mrs. Boyko has been employed by West Chester Township since 1992, previously serving as the Township's planner, director of planning and zoning, and assistant Township administrator. Mrs. Boyko enjoys the daily challenges of her position and finds tremendous fulfillment in building consensus with internal and external stakeholders to achieve community goals and objectives and address community issues and interests.
