Interim Administrator named for West Chester Township
The West Chester Board of Trustees today appointed Laurence F. Fronk, Jr. to serve as Interim Township Administrator.
Administrator Judi Boyko last month announced her resignation effective Aug. 1 to become Assistant County Administrator for Hamilton County. Mrs. Boyko has been employed by West Chester for nearly 25 years, serving the past 13 years as Administrator.
Mr. Fronk retired as Miami Township Administrator with more than 38 years’ experience in land use planning, zoning administration and local government management. During his career, he served as Community Development Director for Miami Township, City of Forest Park and the Village of New Richmond. He also served as Assistant Director of the Clermont County Planning Commission.
In a Township form of government, the Administrator is hired by the Board of Trustees to manage the day-to-day operations of the government. The position is similar to a City Manager.
As Administrator for Miami Township, Mr. Fronk was responsible for the day-to-day operations of a full service government with a staff of 120 full-time and 65 part-time employees and an annual operating budget of $20 million in a community of 40,000 residents.
The Board of Trustees determined it most prudent to place an Interim Administrator prior to Mrs. Boyko’s departure to familiarize an experienced leader with West Chester’s processes and projects while she was still here; and to ensure public services to the residents and businesses of the community would be seamless.
The Board of Trustees approved a professional management services contract with Mr. Fronk to perform the duties of Township Administrator. Mr. Fronk’s selection as interim Administrator restricts him from applying for the permanent position.
The West Chester Board of Trustees will set in motion a process and timetable in the coming weeks for filling the permanent Administrator position.
Mr. Fronk will be compensated $60 per hour while serving as Interim Township Administrator. The contract is in effect until the Board of Trustees or Mr. Fronk terminate the agreement with 30 days written notice, except for cause.
